The capital of Vermont is situated in the city of Montpelier, in Central Vermont. The founding mothers and fathers situated the capital near the geographic center of the state to make it easier for Vermonters to travel to the seat of government and avail themselves of the central services provided there. Until recently, the only way a Vermonter could get a drivers license with their photo on it was to drive to Montpelier - a process that can still take up to a day. There are now state offices of the DMV located in each county (and sometimes in a number of towns/cities in those counties) that offer that service. But, a photo ID is still not required, despite 911 and its aftermath.
